Director, Emergency Management and Quality Assurance

General Description:  This position is responsible for the planning, coordination, development, contract/system management, implementation of an integrated approach to United Way of Broward County’s (UWBC) community impact process in the area of emergency services and management.  The position is also responsible for the Performance and Quality Improvement system to ensure efficient, effective service delivery, effective management practices, and implementation of Council on Accreditation (COA) standards of best practices.  

Primary Job Responsibility & Duties: 

  1. Manages United Way of Broward County’s ESF# 15 role and responsibilities, to include updates to standard operating procedure (SOP), Continuity of Operations Plan (COOP),  as well as engagement of staff, volunteers and community partners in volunteer and donations coordination/ management.
  2. Coordinates emergency and disaster response activities, to include provision of disaster preparedness training, preparation of emergency plans and procedures.
  3. Responsible for planning and participating in Broward Cares activities and the Long Term Recovery Coalition. 
  4. Monitors and evaluation of agency activities to ensure alignment with COA standards of practices. 
  5. Leads the COA meetings
  6. Coordinates COA and the PQI process to evaluate performance and implement solutions.
  7. Works with the system analyst team to ensure data collection and tracking is on target.

Other Job Duties:   

  • Facilitates and participates in community, regional and state planning activities and submits reports to grantors/funders, as needed.
  • Acts as a liaison and point person between United Way of Broward County, the Emergency Operation Center and the Long-Term Recovery Coalition.
  • Evaluate services and administration at all services to ensure compliance with COA standards. 
  • Responsible for implementing/coordinating the PQI system. 
  • Identifies organization wide and program specific issues and work with the leadership team to implement solutions that improve overall efficiency.
  • Coordinates quality improvement and risk prevention activities to detect patterns and/or trends in program performance
  • As part of the PQI process, develop action plans to ensure improvement or resolution of identified areas of concern
  • Engages employees throughout the organization in quality improvement and the COA readiness process. 
  • Assess staff training and work on in service training calendar.
  • At least annually, in collaboration with the Director of Research and Evaluation, this position examines its service delivery processes to plan, manage, and evaluate the quality of its services, including client satisfaction.
  • Coordinates case records reviews quarterly for each service to minimize risks associated with poor maintained records, document service delivery, and identifying barriers and/or opportunities for improving services.
  • Responsible for coordinating internal Community Impact Directors to support funded agencies during event of disaster. 
  • Due to the leadership role in this position, particularly during times of crisis, it is the expectation that the Director, Emergency Management Services MUST be available after hours and on weekends in order to execute organization's crisis plan and response efforts in the community
  • Coordinates external activities, trainings and communications for all disaster related activities.
  • Creates informational documents, gives presentations, and acts as the agency’s lead authority, both internally and externally, on disaster management and emergency response.
  • Facilitates regular planning sessions and creates an information-sharing network among disaster management and emergency response stakeholders.
  • Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships.  
  • Responsible for leading the agency on emergency management preparedness, and for hands-on recovery following an event. 
  • Responsible for conducting United Way of Broward County trainings as it relates to the Emergency Support Function #15 (ESF#15) role. 
  • Performs other duties and assumes other responsibilities as assigned by supervisor.

Education & Experience: 

  • Combination of education and experience normally represented by:
  • Bachelor’s Degree, Master’s degree preferred with major course work in social work, human services, or other closely related field.
  • Specific Emergency Management Trainings Desired: 
  • FEMA Emergency Management Trainings
  • Broward County Emergency Management Trainings as it relates to the EOC
  • At least four (4) years of experience in disaster relief services, social service, or community resource referral or closely related work.
  • Ability to communicate effectively with a diverse audience 
  • Administrative & supervisory experience working with volunteers preferred
  • Proficient with Microsoft Office Suite
