General Description: The Family Stability Program Manager will assist in the operational oversight of Family Stability staff including recruiting, hiring, training, and supervision of staff and interns. The incumbent will ensure that services are delivered in accordance with current agency policies and procedures, contract requirements, and regulations. This position provides case management to families using a 2-gen approach. The approach would consider the needs of both vulnerable children and parents, together, in the design and delivery of program coordination and services in an education environment onsite in Hallandale Beach, particularly with those with financial instability and risk of homelessness related conditions.

Primary Job Responsibilities & Duties:

  1. Responsible for day-to-day operations of Family Stability team, to include staff supervision, performance accountability and ensuring each team member is appropriately suited for their role.
  2. Provide on-going support/oversight to family stability program staff ensuring service delivery is in accordance with COA requirements, and are client centered, focused and trauma informed.
  3. Assists Director in coordination of subcontracted partners to ensure that goals are being met in accordance with Siemer Institute program guidelines.
  4. Reviews and approves all subcontractor emergency financial assistance, quarterly/monthly invoices, and reports to ensure compliance with subcontract agreement and Siemer Institute grant agreement.
  5. Supports the implementation of services by orienting staff to program regulations and requirements, goals and objectives, operational and reporting procedures to facilitate adherence to contract parameters.
  6. Develops and implements strategy to ensure efficiency and productivity in the key Family Stability program areas of outreach, case management, and housing.
  7. Responsible for identifying strengths, needs and risks for participants and their families to develop short- and long-term goals related to housing stability and financial prosperity. Lead participants through the process of creating an individualized service plan to help ensure that relevant resources, services, and activities participants need to reach their goals are included in their care coordination experience.
  8. Develops or updates service plans with participants and their families to address their needs and to facilitate referral to appropriate treatment or service providers or facilities.
  9. Counsels participants and/or their families to facilitate achieving service plan goals, developing life skills, and/or sustaining success and wellness.
  10. Conducts activities in a culturally responsive manner and monitors the service environment to maximize participant success and well-being.
  11. Manages an annual caseload of 10-20 students and their family unit.


Other Job Duties
:

  • Advocates on behalf of clients and families for services, basic needs, and other related issues.
  • Composes or prepares correspondence, case notes, narrative and technical reports, notifications, and related documents using computer-based applications.
  • Conduct comprehensive, client-centered social work activities in accordance with best practices.
  • Conducts community and home visits (if needed) related to client needs; Provides follow-up and monitors service delivery and care environments.
  • Stays abreast of community resources and procedures for referring clients to appropriate resources.
  • Facilitates case consultation for client situations.
  • Establish case plan goals and will review with clients.
  • Monitor client progress to ensure that clients are working towards a resolution of identified challenges.
  • Ensure successful case closure, documentation, and transition.
  • Provides crisis prevention, intervention, and supportive counseling, as needed.
  • Performs other duties and assumes other responsibilities as assigned by supervisor.
  • Due to the leadership role United Way is called upon to play in the community, particularly during times of crisis, it is the expectation that all United Way staff will be fully engaged in the organization’s crisis plan and response efforts.
  • Responds to and develops solutions to client issues and needs as they arise.
  • Works in conjunction with outreach team to increase community outreach efforts, conduct service presentations and attends outreach events.
  • Serve as liaison to other community agencies, governmental entities, and institutions to further the goals of the program.
  • Ensures that all reports and correspondence related to the grant are completed on time.
  • Works in collaboration with the Director drafting grant reports.
  • Responsible for monitoring contracted outcomes as well as the client satisfaction surveys.
  • Coordinates the efforts of key staff members to ensure that data entry and reports are completed by the specified deadlines.
  • Maintains accurate and updated electronic files of Clients and services provided.
  • Research promising and best practice models for client services and provides recommendations to the leadership team.
  • Coordinates activities and communications with appropriate community partners.
  • Conducts periodic internal trainings and in services to instruct and provide guidance to the Family Stability team.
  • Maintains all records and documentation for all UWBC Family Stability program activities necessary for accountability.
  • Conducts monthly case staffing and performance assessment meetings.


Supervises
: Family Stability Care Coordinators and Program Specialists

Education & Experience:

  • Master’s Degree in Social Work, Human Services, Public Administration, or Bachelor’s degree with at least 5 years of experience in human service delivery and/or administration required.
  • Work experience in direct clinical case management is required.
  • At least four 4 years of experience in social case work, counseling, eligibility determination, social service or community resource referral, or closely related work.
  • Administrative and supervisory experience working with staff and volunteers required.
  • Ability to communicate effectively with a diverse audience.
  • Strong organizational, project management, and interpersonal skills.
  • Knowledge of general interviewing practices and/or techniques; knowledge of social work and counseling practices and techniques, including crisis prevention and intervention.
  • Ability to work independently and in a team environment with a positive attitude and handle sensitive and confidential information with maximum discretion.
  • Proficiency required in MS Word, Excel and other related computer programs.
  • Knowledge of evidence-based practices, assessment process, service planning, outcome measurement and quality management is preferred.
  • Knowledge and experience in Broward and Miami-Dade County, and the local network of community-based health and human services organizations serving low income homeless populations, or families at risk of homelessness preferred.

Environment & Physical Demands: The environment is climate controlled (i.e., heated and air-conditioned). Lighting is adequate through overhead lighting as well as windows and blinds. Physical demands include sitting and/or standing for extended periods of time, bending, lifting approximately 25 pounds, regular use of the telephone, copier, fax and computer.
