General Description:
This position is responsible for the planning, coordination, development, contract/system management, implementation and development of strategies and tactics for an integrated approach to United Way of Broward County’s Housing and Supportive Services United Initiative, including coordination with all Community Impact pillars to ensure alignment of homeless prevention and intervention programs with the five years Housing United Strategic Plan and the Business Council on Homelessness.
Primary Job Responsibilities & Duties:
- Responsible for the vision for United Way of Broward County (UWBC) to create the greatest possible impact in helping identify and create collective outcomes and improve outcomes for individuals and families experiencing homelessness.
- Responsible for the coordination and implementation of the United Way Broward County United for Housing Strategic Plan.
- Acquires, reviews, analyzes, and unites all community needs assessments related to homelessness and affordable housing.
- Serves as a key United Way of Broward County resource for the community impact process by facilitating the development of shared community goals and a community agenda as it relates to Affordable Housing and Homeless Prevention and Intervention strategies to improve the quality of life for all Broward Citizens.
- Responsible for the overall supervision, professional development, training and oversight of their direct staff.
- Directs and coordinates the day-to-day operations of the United for Housing program and the Business Council on Homelessness.
- Monitors relevant community indicators to evaluate current community problems as it relates to affordable housing and homelessness.
- Responsible for general allocations and contract management, including service/utilization management and outcomes management.
Other Job Duties:
- Acts as a liaison between United Way United for Housing, the Broward County Housing Authority, The Homelessness Continuum of Care (HCoC), Broward County Non-profit Developers and Affordable Housing Financial institutions.
- Serves as an internal liaison lead for the (HU) 5-yr plan, by collaborating and aligning the cross functional teams.
- Coordinates, facilitates and participates in community, regional and state planning activities around housing affordability and homelessness prevention.
- Coordinates activities and communications with appropriate organizations, i.e., state, county, local commissions, networks, councils, etc., as they relate to affordable housing and homeless prevention.
- Keeps abreast of best practices, promising practices and emerging trends in public and private sectors related to affordable housing and homelessness prevention.
- Creates informational documents, gives presentations, and acts as the agency’s lead authority, both internally and externally, on United for Housing and the Business Council on Homelessness.
- Identify relationships with community partner’s and civic leaders to ensure the proper resources and infrastructure.
- Identifies national relationships with HUD, National Alliance to End Homelessness, Corporation for Supportive Housing in an effort to build Broward’s system of care as a National Model.
- Provides leadership to subcontracted partners to ensure a comprehensive, coordinated effort in delivering services and products.
- Facilitates regular planning sessions and creates an information-sharing network among providers.
- Formulates, implements, and evaluates programs to assess outcomes and overall effectiveness, collecting qualitative/quantitative data on all programs, determining program implementation efficiency.
- Work as a liaison and partner with the resource development team to identify and cultivate unrestricted fundraising opportunities aligned with the (HU) 5-yr plan.
- Provides technical assistance to Housing United contracted providers and housing subsidy recipients.
- Develops and the manages a portfolio of the affordable housing supply across the community, to track the following: Projected supply of the affordable housing units through existing or new development projects
- Track the affordable housing supply that affordability terms will be up for market rate conversions due to the pre-development construction terms.
- Ensures to maintain Council on Accreditation standards.
- Due to the leadership role United Way is called upon to play in the community, particularly during times of crisis, it is the expectation that all United Way staff will be fully engaged in the organization’s crisis plan and response efforts.

Education & Experience:
Combination of education and experience normally represented by:
- Master’s Degree and 10 years of practical experience in a senior-level role in a social services agency.
- Experience in human services, housing and/or homelessness program administration, contract administration, community organization, program development and/or management.
- Experience in a leadership role hiring, supervising and motivating staff.
- Experience in organizational and community development principles and practices, outcome measurement processes, and collaboration principles.
- Knowledge of CoC, Housing and Urban Development (HUD) Programs, Local Housing Authority Programs and SHIP and other Public Housing Programs desired.
- Strong written and oral communication skills, including public speaking, conflict resolution and group facilitation.
- Project management skills: Multitask, develop timelines, problem-solve, strategize, prioritize, delegate and create systems and processes, while understanding who the customer is and what are their needs.
- Proficiency required in Microsoft Office products and other related computer programs required.
- Strong fiscal/budgeting experience required.

Environment & Physical Demands: The environment is climate controlled (i.e., heated and air-conditioned). Lighting is adequate through overhead lighting as well as windows and blinds. Physical demands include sitting and/or standing for extended periods of time, bending, lifting approximately 25 pounds, regular use of the telephone, copier, fax and computer. Demands also involve protracted concentration.
